This research explored teachers' and principals' perspectives to investigate how to enhance teachers' professional competence. For this purpose, the qualitative approach and the thematic analysis method of the Attarid - Sterling (2001) style was used. Data collection was conducted through semi-structured in-depth interviews. Using purposive sampling and the method of using key informants , after eleven interviews with teachers and managers with phD degree of education , theoretical saturation of data was achieved. According to the theoretical framework of the research questions were designed. Deep analysis of qualitative data has led to the discovery and categorization of four main categories, including profession employment strategy, systematic approach, holistic and multidimensional approach, technical strategy and policy strategies. In terms of importance and repetition, attention to the strategy of systematic, comprehensive and multi-dimensional approach showed the highest referral. The findings of this research while increasing awareness to create desired change can be considered as a model for improving teachers ' professional competencies. Therefore, to prepare for a transformative rotation, it is necessary to improve and enhance the quality of professional development for teachers by shifting from the existing static, fragmented, top-down, and ineffective approach to a dynamic, comprehensive, focused, participatory, continuous, and approach.
